A PRACTICAL GUIDE TO GST REFUND FILING

GST Refunds: Export ITC, RFD-01, Inverted Duty & Cash Ledger

This 18-part reference separates different GST refund categories, their evidence, calculations, filing routes, deficiency responses and bank-validation checks. Navigate to the section for your claim rather than using a generic refund checklist for every business.

SECTION 01

Which GST Refund Category Fits Your Claim?

A GST refund is not one single procedure. The application route changes according to whether money is lying unused in the electronic cash ledger, input tax credit has accumulated, exports or SEZ supplies are involved, or excess tax was paid. The portal asks for a particular claim category because the supporting statements and validations differ.

Start by identifying the underlying transaction, the relevant GSTIN and the period for which the claim arises. Separate refundable tax paid in cash from unutilised input tax credit; a balance in an electronic ledger alone does not establish entitlement to every refund category. Record the legal reason before collecting documents.

Cash ledger

Unutilised cash after settling liabilities.

Export ITC

Credits on eligible zero-rated supplies.

Inverted structure

Eligible accumulation from rate inversion.

Other claims

Excess tax, deemed exports or orders.

Practical note: Match the portal category to the legal basis; selecting the easiest-looking option can create deficiencies.

SECTION 02

Eligibility Checks Before You Apply

Refund eligibility depends on the type of supply, GST registration and return status, statutory restrictions, available supporting evidence and the applicable provisions of Section 54. Some routes concern eligible registered persons; special scenarios allow specified claimants to apply under different rules.

Review whether the tax burden has been passed on to another person and whether a declaration or certificate is required for the chosen category. Check that the same amount is not being claimed twice through different methods. A refund claim should have a traceable computation with documents, not only a ledger screenshot.

Claimant

Identify who is legally entitled to file.

Tax position

Check ledgers, paid tax and ITC.

Restrictions

Screen statutory exclusions and conditions.

Evidence

Prove transactions and refund basis.

Practical note: Section 54 and Rule 89 conditions differ by refund type; one blanket checklist is insufficient.

SECTION 03

Export Refund Without IGST Payment: LUT and ITC

Where eligible goods or services are exported without payment of integrated tax under a Letter of Undertaking or bond, a registered exporter may seek refund of eligible accumulated input tax credit. The GST portal offers an RFD-01 category for exports without payment of tax and requires statement and tax-period details.

For goods, reconcile export invoices with shipping bills and export manifest details. For services, reconcile invoices and contractual records with evidence of qualifying foreign-exchange receipt or permitted INR receipt, where relevant. The refund computation draws on relevant-period turnover and eligible credit subject to the applicable rules and portal validations.

LUT or bond

Check coverage for the export supplies.

Invoice mapping

Tie outward records to return disclosures.

Export proof

Use shipping or service-realisation records.

Eligible ITC

Compute only credits allowed in the claim.

Practical note: Export of goods and export of services have different documentary tests; do not use one evidence pack for both.

SECTION 04

Exports With IGST Payment: Separate Refund Route

An exporter who has lawfully paid IGST on export supplies may come under a different refund process from a LUT-based unutilised-ITC claimant. For export of goods with payment of IGST, shipping bill and customs-linked data are central to the automated route, subject to statutory and system conditions.

Mismatches among shipping bill data, invoice details, the GST return and customs records can hold up validation. For export of services with payment of tax, the appropriate GST refund category and documentary route must be checked separately rather than assuming that the goods-shipping-bill process applies.

IGST route

Distinguish paid-tax claims from LUT ITC.

Customs data

Review shipping bills where applicable.

Return matching

Check invoice and tax disclosures.

Service exports

Assess service-specific refund route.

Practical note: Do not file an RFD-01 accumulated-ITC claim as a substitute for an IGST-paid export refund.

SECTION 05

SEZ Supplies and Authorised-Operations Evidence

Supplies made to an SEZ unit or developer for authorised operations can qualify as zero-rated supplies, subject to applicable requirements. The supply route, whether tax was paid, and whether the supplier or another permitted claimant is entitled to seek a refund determine the documentation needed.

Collect invoice details and the required SEZ endorsements or other prescribed evidence for goods and services. Cross-check the SEZ recipient, endorsed activity, supply period and tax treatment reflected in returns. Generic export proof does not automatically replace SEZ-specific documentation.

SEZ recipient

Verify unit or developer particulars.

Authorised use

Confirm supply for permitted operations.

Endorsements

Retain prescribed acknowledgement records.

Tax treatment

Align zero-rating route with the claim.

Practical note: Check current SEZ endorsement requirements before uploading the supporting statements.

SECTION 06

Inverted Duty Structure: Accumulated ITC Refund

Inverted duty accumulation can occur when the tax rate on eligible inputs is higher than the rate on taxable outward supplies. A refund of eligible unutilised ITC may be available in cases permitted under Section 54(3) and Rule 89, subject to notified exclusions and the prescribed calculation.

The computation is not simply the full closing credit balance. Identify qualifying inputs, relevant-period inverted-rated turnover, output tax payable and credit restrictions. Input services and capital goods require careful treatment because the formula and eligible-credit base are specific to this refund category.

Rate comparison

Examine input and output GST rates.

Input credit

Isolate qualifying input ITC.

Formula

Apply the prescribed inverted-duty computation.

Exclusions

Check barred supplies and categories.

Practical note: A high electronic credit ledger balance does not by itself prove inverted-duty refund eligibility.

SECTION 07

Excess Electronic Cash Ledger Refund

Deposits in the electronic cash ledger may remain unutilised after GST liabilities are discharged. In the appropriate circumstances, the excess balance can be claimed through the dedicated GST portal refund facility. This is a cash-ledger claim, not a refund of ordinary input tax credit.

Verify the balance under each tax head and first review pending liabilities, deposits, challans and any adjustments. Check that the bank account chosen for disbursement belongs to the taxpayer and is correctly reflected in registration records. Distinguish available cash from funds already earmarked for an existing claim.

Cash vs credit

The two electronic ledgers serve different roles.

Tax heads

Check balances by applicable head.

Liabilities

Review outstanding dues before claim.

Bank data

Use verified registration-linked details.

Practical note: Do not move an ITC balance into the excess-cash category; the underlying ledgers are different.

SECTION 08

Excess Tax Payment and Wrong Tax-Head Cases

A refund may arise where GST was paid in excess of the legally payable amount, or where an intra-State supply was later held to be inter-State, or vice versa. Those situations require transaction-specific legal and ledger reconciliation; they are not the same as a spare cash balance.

Collect challans, return extracts, invoices, working papers, applicable tax-payment evidence and any relevant order. For tax-head errors, examine Section 77 of the CGST Act and Section 19 of the IGST Act and the applicable procedural rules. Confirm the correct remedy before making a fresh payment or refund claim.

Excess payment

Reconcile tax actually paid against liability.

Wrong head

Distinguish CGST/SGST and IGST issues.

Proof

Keep challans, invoices and reconciliations.

Correct route

Assess provisions for the exact error.

Practical note: A clerical issue and a legally reclassified supply can require different corrective approaches.

SECTION 09

Deemed Exports and Other Special Refund Claims

Specified deemed-export supplies can qualify for a refund under the conditions prescribed for that category. The entitled claimant may be the recipient or supplier depending on the applicable provisions, declarations and undertakings. Certain claims also arise from an appellate or other order or from distinct special situations.

Confirm that the underlying transaction is covered by the relevant notification rather than treating every domestic supply as a deemed export. The evidence may include tax invoices, declarations preventing duplicate benefit and records specific to the notified supply. Order-based claims should include the order and payment trail.

Notified supply

Check the deemed-export classification.

Entitled person

Confirm supplier or recipient route.

Declarations

Avoid a duplicate refund of the same tax.

Order based

Keep order references and payment proof.

Practical note: Special claims should be screened individually; do not combine legally different refund grounds in one narrative.

SECTION 10

Refund Document Checklist by Claim Type

A strong refund file starts with a document map linked to the precise category. Core records often include GSTIN information, relevant returns, invoices, purchase and sales reconciliations, relevant ledger extracts, and a calculation statement. Additional documents depend on export, SEZ, inverted-rate or other grounds.

Maintain a version-controlled digital folder for tax-period workbooks, invoice-level statements, exports evidence, acknowledgements and clarification responses. Use readable file names and consistent amounts between attachments and portal fields. Uploading every available document without a logical index can obscure the specific legal basis.

Tax records

Returns, ledger and challan extracts.

Supply proof

Invoices, credit notes and statements.

Special proof

Shipping, SEZ or order-based evidence.

Working file

Auditable claim calculation and indexes.

Practical note: Build a claim-specific checklist; a long generic upload folder is not proof of eligibility.

SECTION 11

GSTR-1, GSTR-3B, ITC and Ledger Reconciliation

Refund data is often assessed against reported outward supplies, paid liabilities and available credits. Compare export or zero-rated values shown in GSTR-1 with relevant GSTR-3B figures, supporting invoices and tax-ledger movements. Input tax credit claimed through returns should be checked for eligibility and duplication.

For periods where supplier declarations or credit availability differ, document the reasons and corrective action rather than forcing totals to match superficially. Refund computations may refer to tax-period credit balances and the available ledger at the time of filing; the GST portal can apply system restrictions using both.

Sales data

Reconcile invoice-wise supply values.

Return figures

Compare GSTR-1 and GSTR-3B.

Credit proof

Validate ITC origin and eligibility.

Ledger balance

Review balances at relevant checkpoints.

Practical note: Prepare a reconciliation note for each material mismatch before filing, not after an officer asks.

SECTION 12

How to File GST RFD-01 on the Portal

For claims that require FORM GST RFD-01, log in to the GST common portal and choose Services → Refunds → Application for Refund. Select the correct refund category and relevant period, then enter or upload the statement data requested for that route. Portal screens and validations differ between categories.

Review draft amounts, return-filing requirements, electronic ledger impact and bank details before final submission. Authenticate the application using the method enabled for the taxpayer and retain the generated Application Reference Number (ARN) plus the PDF of the submitted application. A successful upload is not the same as approval of the claim.

Category

Choose the legally correct refund type.

Statements

Enter category-specific period and data.

Validation

Review system values and attachments.

ARN

Save submission receipt and claim copy.

Practical note: Always review the current portal user manual for the selected category; screens are periodically updated.

SECTION 13

Refund Calculation and Statutory Claim Periods

The amount legally refundable is determined by the category-specific formula and limits, not by the amount the business hopes to recover. For zero-rated ITC claims, concepts such as eligible credit, zero-rated turnover and adjusted total turnover may be relevant. Inverted-duty refunds apply a different prescribed method.

Many Section 54 applications are subject to a statutory limitation period measured from a category-specific relevant date, with exceptions and special rules. Identify that relevant date using the facts and current law; do not assume that an invoice date or return-filing date always starts the period. Keep the period-wise calculation defensible.

Formula

Use the computation for the specific category.

Relevant date

Identify the statutory trigger correctly.

Claim period

Check applicability of limitation rules.

Audit trail

Retain assumptions and workings.

Practical note: Statutory filing limits are distinct from service delivery estimates; assess the exact case before filing.

SECTION 14

RFD-02, RFD-03 and Officer Clarifications

After filing, the GST portal can show an acknowledgement in RFD-02 or a deficiency memo in RFD-03. A deficiency memo generally requires a fresh application with corrected information in accordance with the portal process; it is not the same as a final rejection of the substantive refund claim.

Where the officer raises a clarification or show-cause issue, reply against the specific discrepancy with documents and computations supporting the amount claimed. Retain the notice, reply acknowledgement, correspondence and updated workbook. A vague response referring only to the earlier application rarely answers a category-specific mismatch.

RFD-02

Acknowledgement of the application.

RFD-03

Deficiency memo and revised filing route.

Officer query

Respond with exact issue-wise evidence.

Claim file

Preserve versions and correspondence.

Practical note: Before refiling after RFD-03, correct both the calculation and the underlying portal statements that caused the deficiency.

SECTION 15

Refund Status, Sanction and PFMS Bank Validation

Track the ARN from Services → Refunds → Track Application Status or the relevant My Applications area. The officer may issue provisional or final orders, payment advice or other communications through the GST portal. The status of processing and the bank-disbursement status should be read separately.

PFMS bank account validation can affect payout even after a claim progresses. Verify the bank account attached to the refund application and correct any registration or account-validation issue using the portal-prescribed process. Keep the order number and payment reference for reconciliation with the bank statement.

ARN tracker

Check case status and orders.

RFD-06

Read the sanction or rejection reasoning.

RFD-05

Review payment order details.

PFMS

Monitor account validation and disbursal.

Practical note: A sanctioned amount does not guarantee successful bank credit until the banking process completes.

SECTION 16

GST Refund: Frequently Asked Questions

An ITC refund concerns eligible unutilised input tax credit under specified provisions, such as zero-rated supplies or certain inverted-duty cases. Excess cash-ledger refunds concern available money deposited in the electronic cash ledger after accounting for liabilities.

FORM GST RFD-01 is the application used for many GST refund categories. However, some refunds, including IGST paid on export of goods, can follow a different customs-linked route. First identify the legal category.

An eligible exporter making zero-rated supplies under LUT or bond without payment of IGST may claim eligible accumulated ITC, subject to law, records and portal validations.

No. Requirements depend on the route. Goods export claims can involve customs data, GST return reporting and invoice matching. Service exports use other evidence including qualifying payment-realisation records.

Not automatically. The statutory refund formula, eligibility conditions, relevant-period turnover, qualifying input ITC and exclusions limit the amount that may be refunded.

Potentially, under provisions applying to supplies treated as inter-State instead of intra-State or vice versa. Establish the correct tax character and verify Section 77 of the CGST Act, Section 19 of the IGST Act and the relevant procedural route.

RFD-03 identifies deficiencies in the refund filing. The portal process generally calls for a fresh application after the issues are corrected. It should not be confused with a final order rejecting the merits of a claim.

Use the ARN under the GST portal refund tracking or My Applications facilities. Download communications and orders and check PFMS bank-validation or payment status separately.

Review the registered bank details and follow the GST portal correction and update-bank-account procedure. A refund sanction and an actual disbursement are different milestones.

No. Unjust-enrichment declarations or certificates depend on the category, exceptions and applicable rules. Check Rule 89 and the prescribed document requirements for the particular claim.

Not necessarily. Many claims under Section 54 are restricted by a statutory period counted from a category-specific relevant date. Exceptions and special circumstances must be checked against current law.

No. Online Tax Filings can assist with eligibility review, documentation, reconciliation and application support. Refund sanction and disbursement are determined by the relevant authorities and banking processes.

SECTION 17

Official GST Refund Resources

Use the GST common portal and GSTN help documentation to check the current refund filing category, application workflow, status tracking and bank-account validation steps. The applicable provisions of Section 54 and Rule 89 should be read with current notifications and circulars for legal eligibility. Government documentation explains procedures and statutory conditions; it does not determine the outcome of an individual application without assessing the underlying documents. Official links below provide starting points for verifying the category and supporting evidence.

Verify official information for the relevant tax period; a portal manual may be updated after a past claim was filed.
