A PRACTICAL GUIDE TO GST REGISTRATION IN INDIA

GST Registration: Eligibility, Thresholds, Documents, Portal Steps & FAQs

Use this GST registration guide to distinguish turnover-based liability from compulsory registration, understand the difference between regular and composition taxpayers, prepare premises evidence and follow the GST portal application stages. Each numbered section answers a different practical question.

SECTION 01

What Is GST Registration?

GST registration enrols an eligible person under the Goods and Services Tax framework and assigns a Goods and Services Tax Identification Number (GSTIN) for the relevant State or Union Territory. The GSTIN identifies that registration in tax invoices, returns and other GST records.

Registration is not merely a certificate for display. A registered person must review tax invoicing, return filing, payment, records and other obligations applicable to their activities. GST registration and professional or municipal licences serve different legal purposes.

GSTIN

Tax identifier attached to a GST registration.

GST portal

The official online registration platform.

State-specific

Registrations are normally jurisdiction-linked.

Ongoing duties

Returns, invoices and updates can follow registration.

Practical note: Evaluate registration need first; do not treat GSTIN as proof that every other business permission is in place.

SECTION 02

Who Is Liable to Register?

GST registration liability may arise because a supplier crosses the turnover limit applicable to its category and State, or because a specific compulsory-registration provision applies. A business supplying only exempt goods or services may be treated differently from one supplying taxable items.

Before answering whether registration is required, identify the legal person, the PAN, every State of operation, the precise nature of supplies, marketplace activity and any reverse-charge or statutory obligations. Turnover alone is not a complete test.

Supplier category

Goods, services or a combination.

Location

State or UT from which supply is made.

Specific triggers

Section 24 and relevant notifications.

Exempt supplies

Different registration treatment may apply.

Practical note: Start with the legal taxpayer and its actual supplies rather than the trade name printed on a shop board.

SECTION 03

Turnover Thresholds: Goods and Services

For eligible suppliers exclusively supplying goods, a ₹40 lakh registration exemption threshold applies in many States, subject to conditions and specified exclusions. In certain States or UTs the relevant goods threshold is lower, commonly ₹20 lakh. For services, ₹20 lakh is the standard threshold in most States, with a lower ₹10 lakh threshold for specified States.

These are category- and location-sensitive legal thresholds, not a universal “₹40 lakh for all businesses” rule. Goods-versus-services classification, exceptions to the higher goods exemption and compulsory registration provisions can change the outcome. Check CBIC notifications before relying on a particular limit.

Goods suppliers

₹40 lakh relief applies only if conditions are met.

Services suppliers

Typically ₹20 lakh, with special-State variations.

Mixed activities

Cannot assume the higher goods-only threshold.

Exceptions

Separate legal triggers may override thresholds.

Practical note: A Tamil Nadu business providing services should not automatically use the goods-only ₹40 lakh figure.

SECTION 04

How Aggregate Turnover Is Calculated

Aggregate turnover is calculated on an all-India basis for persons having the same PAN, as defined under the CGST Act. It generally includes taxable outward supplies, exempt supplies, exports and inter-State supplies, while excluding GST components and certain reverse-charge inward supplies.

A proprietor with branches under one PAN cannot test each branch independently against the turnover threshold. Separate legal entities having distinct PANs need their own evaluation. Turnover and tax payable are different concepts, especially where exempt items or exports are involved.

Same PAN

Combine relevant supplies throughout India.

Exempt outward supply

May form part of aggregate turnover.

Tax component

CGST, SGST, IGST and cess are excluded.

Multiple branches

Geographic separation does not reset PAN turnover.

Practical note: Calculate from records across all locations, not only the receipts of the premises seeking registration.

SECTION 05

Compulsory Registration and Exceptions

Section 24 of the CGST Act contains classes of persons who may require registration irrespective of the ordinary turnover threshold, subject to statutory provisions and government notifications. Examples can involve certain inter-State taxable goods suppliers, non-resident or casual taxable persons, and specified marketplace or tax collection roles.

There are notification-based relaxations for several categories, including some inter-State service supplies and eligible small suppliers using e-commerce operators. Their conditions differ, so a blanket statement that every interstate service provider or every e-commerce seller must register would be misleading.

Inter-State goods

Examine the specific supply and exception.

Inter-State services

Notifications may provide threshold relief.

E-commerce

Marketplace role and conditions matter.

Special persons

Casual, non-resident and other statutory categories.

Practical note: Review the actual notification applicable to the transaction, not just a simplified internet checklist.

SECTION 06

Voluntary GST Registration

A person below the compulsory registration threshold may choose to register voluntarily if the law permits. This may support legitimate invoicing, B2B dealings and an appropriate input-tax-credit position, depending on the business model and tax regime.

Voluntary registration also brings obligations that should be assessed before filing. A small trader should understand return obligations, tax collection, invoice discipline and the impact on pricing and suppliers rather than assuming a GSTIN is automatically beneficial.

Optional route

Not the same as statutory liability.

Business goals

Assess genuine invoicing and customer needs.

Compliance effects

Registration creates continuing responsibilities.

Future plans

Consider new States and supply channels.

Practical note: Choose voluntary registration with an informed compliance plan, not solely because a buyer requests a GST number.

SECTION 07

Regular GST vs Composition Scheme

Regular registration is generally associated with normal GST invoicing and input-tax-credit provisions subject to eligibility and restrictions. The composition framework is a distinct optional levy for eligible small taxpayers and carries restrictions on tax invoices, interstate outward supplies and input tax credit.

Composition eligibility, turnover caps and permitted activities depend on the type of taxpayer and current law; the scheme for eligible goods businesses should not be confused with the separate provision available to eligible service or mixed-supply businesses. The selection influences how invoices and returns work.

Regular taxpayer

Evaluate standard GST invoice and ITC rules.

Composition taxpayer

Special restrictions and reporting apply.

Business model

Customer mix and interstate sales matter.

Eligibility

Check annual turnover and excluded activity.

Practical note: Decide the correct registration category before submitting the portal form; this page does not replace specialist scheme advice.

SECTION 08

PAN, GSTIN and State-Wise Registration

The legal name used in the GST application must align with the PAN database. A GSTIN contains elements linked to the State code and PAN. Registration is ordinarily taken in each State or Union Territory from which a person is liable to register, subject to the GST law.

A company operating in Tamil Nadu and Karnataka should distinguish premises and supply activities in each State rather than reusing one State registration for every location. The principal place of business entered in an application must be located in the State for which registration is sought.

Legal name

Use the PAN-linked legal identity.

Trade name

May differ from the legal name.

State or UT

Choose the relevant jurisdiction.

Branch records

Map activities to the correct GST registration.

Practical note: Confirm PAN and business constitution at the start; identity mismatches can affect later application validations.

SECTION 09

Documents Checklist by Business Type

Documents generally depend on the constitution of business and the portal-selected reason for registration. Applicants may need PAN-linked business identity, proprietor or partner or director particulars, the authorised signatory appointment proof, business constitution evidence and valid premises records.

The GST portal publishes a document checklist with permitted evidence for principal and additional business places, authorised signatories and clarification replies. A proprietorship, LLP and private limited company do not necessarily use identical constitution documents.

Identity

PAN and person details for the applicant category.

Constitution

Deed, incorporation or other applicable proof.

Signatory

Authorisation letter or governing resolution.

Premises

Ownership, lease or consent as applicable.

Practical note: Prepare documents to match the selected constitution of business and the actual premises arrangement.

SECTION 10

Principal and Additional Business Places

The principal place of business is the primary location declared for that GST registration within the selected State. Evidence may involve ownership documents, property tax or electricity records, a valid lease, or a consent arrangement, according to the possession category and current portal requirements.

Additional places of business should be disclosed where applicable. A warehouse, retail counter, workshop or branch can create a separate place-of-business question even under one registration; its presence does not automatically mean a separate GSTIN is required within the same State.

Owned premises

Review recognised ownership proof.

Rented premises

Match occupancy and owner evidence.

Consent or shared

Use relevant consent and supporting records.

More than one place

Declare eligible additional business locations.

Practical note: Verify addresses, PIN codes and possession categories against supporting documents before upload.

SECTION 11

Promoters and Authorised Signatory

The GST registration application asks for constitution-specific details about proprietor, partners, designated partners, directors or other responsible persons, and identifies a primary authorised signatory. The required persons for authentication depend on business constitution and portal rules.

Contact details should be controlled by the actual taxpayer and authorised signatory. OTPs, Aadhaar authentication links and digital signatures are verification tools, not details to be given to a consultant through a public form.

Promoter details

Keep names consistent with official records.

Authorised signatory

Document who may submit the application.

Contact ownership

Use accessible verified mobile/email channels.

Digital approval

DSC or EVC according to eligibility.

Practical note: Businesses should retain direct control of their GST portal credentials and verification messages.

SECTION 12

GST Portal Application: Part A and Part B

The official GST portal process begins at Services → Registration → New Registration. Part A captures taxpayer type, State or UT, legal name, PAN and contact details. Following verification the applicant receives a Temporary Reference Number (TRN) to access the rest of the application.

Part B records business details, relevant promoters and signatories, principal and additional places, goods and services, State-specific information and verification. Completion of the form and successful identity checks are separate from the GST authority’s decision on registration.

Part A

State, PAN and contact validation.

TRN

Temporary reference to access the saved form.

Part B

Complete business and premises particulars.

Submission

Use the permitted portal verification route.

Practical note: Cross-check the GST portal tab entries with the supporting file set before final submission.

SECTION 13

Aadhaar, Biometric and Identity Checks

GST registration uses constitution-specific Aadhaar authentication requirements. Depending on portal validation and risk parameters, applicants may complete OTP-based authentication or be directed to a GST Suvidha Kendra for biometric, photographs and documentary verification.

An applicant selecting an alternative to Aadhaar authentication may still have to follow a designated physical verification pathway. Portal screens, communication to the actual applicants and jurisdictional instructions should determine the next step; consultants cannot substitute for required personal identity checks.

OTP route

Verification through the applicable official link.

Biometric route

In-person process at designated GSK.

Constitution

Different responsible persons may be selected.

Security

Never share OTPs or credentials.

Practical note: Review the live GST portal instruction rather than promising the same authentication journey to every applicant.

SECTION 14

Rule 14A: Optional Registration Route

The current GST portal includes an option for registration under Rule 14A for applicants whose output tax liability is less than or equal to ₹2.5 lakh per month, subject to the rule’s eligibility criteria. The portal requires an explicit selection rather than applying the option automatically.

Opting for Rule 14A requires Aadhaar authentication and may carry additional conditions or limits, including restrictions relating to multiple Rule 14A applications under the same PAN in a State. Eligibility should be checked against current rules and the live portal; an output-tax-liability measure is not the same as aggregate turnover.

Eligibility test

Monthly output tax liability and applicable criteria.

Aadhaar

Authentication is required for this option.

Portal declaration

Explicit taxpayer selection is necessary.

Separate concept

Do not confuse liability with turnover.

Practical note: Treat Rule 14A as a conditional registration route, not a universal guarantee of automatic approval.

SECTION 15

ARN, Clarification and Registration Certificate

After an application is accepted for portal processing, an Application Reference Number (ARN) allows tracking of its status. Officials may examine particulars and seek clarification or additional documentary evidence where permitted. The applicant should use the official portal to respond.

When a registration is granted, the registered taxpayer can obtain the GST registration certificate and check the GSTIN, legal name, trade name and principal business address. The business should then set up invoicing, account access and compliance records appropriate to its category.

ARN status

Track through official GST portal facilities.

Clarification

Reply against the correct ARN with facts.

Certificate

Verify approved identity and address details.

Post-registration

Review invoices, returns and amendments.

Practical note: Do not present TRN or ARN as an issued GSTIN; registration is complete only when granted by the authority.

SECTION 16

GST Registration: Frequently Asked Questions

No. Liability depends on turnover, supply type, State and compulsory-registration provisions, with notification-based exemptions for specified categories.

No. The ₹40 lakh limit relates to eligible exclusive goods suppliers under specified conditions. Services, mixed activities and some States use different thresholds.

Aggregate turnover generally considers relevant supplies across India for the same PAN rather than the sales of one branch alone.

Not always. Relevant notifications provide threshold relief for some inter-State service providers; the exact activity and exception need checking.

Eligible businesses may apply voluntarily, but they should first understand the ongoing GST responsibilities and scheme implications.

GST registrations are generally State/UT specific. Multiple locations in the same State and operations in different States require different analyses.

A genuine home-based or consent-based principal place may be considered with the appropriate possession category and acceptable supporting documentation.

Evidence depends on the portal category and current checklist. Rent or lease documents may need supporting property ownership proof.

No. Authentication can follow an OTP or biometric/document route depending on business constitution and system instructions.

It is a conditional registration choice on the GST portal for eligible applicants with monthly output tax liability up to ₹2.5 lakh; Aadhaar and other conditions apply.

No. The ARN tracks the application; a GSTIN and certificate indicate a registration granted by the competent authority.

No. Online Tax Filings provides independent applicability, documentation and filing guidance. Approval and GSTIN issuance belong to the GST authorities.

SECTION 17

Official GST Registration Resources

Use the GST portal, its current registration user manual, documentary checklist and CBIC notifications to check the applicable requirements. The authoritative portal instructions and published legal provisions prevail over a general service-page explanation.

Online Tax Filings is an independent tax consultancy. Registration decisions, approvals and any statutory verification are handled by the competent GST authorities.

SECTION 18
