A PRACTICAL GUIDE TO GST RETURN FILING IN INDIA

GST Return Filing: GSTR-1, GSTR-3B, ITC, Reconciliation & FAQs

Learn the purpose of each principal GST return, how outward supplies interact with tax payment, why GSTR-2B needs invoice-level checks and which corrections are available before or after filing. Each numbered section covers a separate stage in managing a GST return, with direct links to official GST guidance.

SECTION 01

What Does GST Return Filing Mean?

GST return filing is the electronic reporting of relevant supplies, tax liability, input tax credit and other prescribed details by a registered person through the GST system. What must be reported depends on the taxpayer category and the form assigned to that registration.

An accurate return starts with the accounting records, not the submission button. Invoices, credit notes, purchase registers, advances, exports and tax ledgers may affect different return tables; a reconciled trail makes later questions easier to answer.

Return dashboard

Displays forms for a registration and tax period.

Reporting scope

Depends on taxpayer category and activity.

Supporting data

Accounting records support the reported figures.

Signatory

Final verification is by an authorised person.

Practical note: Check the current filing obligations for each GSTIN independently instead of assuming one business-wide return.

SECTION 02

Which GST Forms Apply to Your Business?

Regular taxpayers commonly deal with GSTR-1 for outward supplies and GSTR-3B for summary liability and eligible credits. GSTR-2B is an auto-drafted input-tax-credit statement for review; it is not a conventional return that a recipient files.

Composition taxpayers, input service distributors, tax deductors, e-commerce operators and other special categories can have different statements or returns. GSTR-9 and GSTR-9C concern annual compliance where applicable and deserve their own annual-return review.

GSTR-1

Outward supply declaration for regular taxpayers.

GSTR-3B

Summary liability, ITC and discharge of tax.

GSTR-2B

Read-only ITC information for comparison.

Special forms

Category-specific filings may apply.

Practical note: First identify the registration type on the portal; do not force every GSTIN into the same return template.

SECTION 03

GSTR-1: Sales and Outward Supplies

GSTR-1 records outward supply particulars, including business-to-business invoice details, relevant supplies to unregistered recipients, exports, debit and credit notes, amendments and other tables prescribed by the portal. The classification determines what the recipient sees for input tax credit.

Match sales books to the selected reporting period before preparing the form. Distinguish B2B from B2C, confirm customer GSTINs and place of supply, and reconcile HSN or SAC summaries with the underlying tax invoices. E-commerce transactions require attention to the correct reporting tables.

B2B invoices

Verify recipient GSTIN and tax values.

B2C reporting

Check State-wise and document-wise rules.

Export records

Identify zero-rated supplies accurately.

HSN / SAC

Use the appropriate goods or service codes.

Practical note: A customer GSTIN typo or incorrect place of supply can affect both reporting and the recipient’s credit trail.

SECTION 04

GSTR-3B: Liability, Credit and Tax Payment

GSTR-3B is a summary return used by relevant taxpayers to declare outward and certain inward taxable supplies, reverse-charge liability, eligible ITC and the manner in which tax liabilities are discharged. Data may be auto-populated from GSTR-1, GSTR-1A and GSTR-2B.

Portal-generated values assist preparation but do not remove the taxpayer’s responsibility to assess correctness. Compare taxable values, IGST/CGST/SGST amounts, reversals, cash-ledger availability and the draft return before confirming and filing it.

Liability tables

Review outward and reverse-charge amounts.

ITC tables

Check available and reversed credit.

Tax payment

Use valid cash or credit ledger balances.

Verification

Preview and confirm before final submission.

Practical note: Do not file GSTR-3B only because every auto-drafted field looks populated; reconcile it with the books.

SECTION 05

GSTR-2B: Input Tax Credit Reconciliation

Form GSTR-2B provides a system-generated view of supplier-declared documents and other prescribed credits for a tax period. Compare it with your purchase ledger to detect missing vendor uploads, incorrect GSTINs, duplicate documents and credits marked as unavailable.

GSTR-2B visibility by itself is not proof that every statutory ITC condition is satisfied. Check receipt of goods or services, possession of valid tax documents, blocked-credit provisions, supplier-related restrictions and applicable reversals. Invoice Management System actions can also affect the working credit view.

Purchase register

Your transaction-level input record.

GSTR-2B

Portal-generated credit statement.

IMS

Document review actions where applicable.

Eligibility tests

Law and evidence determine claimable credit.

Practical note: Separate a vendor-upload mismatch from an actual legal ITC ineligibility; they need different corrective actions.

SECTION 06

Monthly Filing or QRMP: Choosing the Frequency

The QRMP scheme permits eligible taxpayers, generally with aggregate turnover up to ₹5 crore subject to applicable conditions, to furnish GSTR-1 and GSTR-3B quarterly while making required tax payments according to scheme rules. Other regular taxpayers generally file on a monthly basis.

Frequency selection is registration-specific and subject to the GST portal’s opt-in conditions and available period. A business with multiple GSTINs may have to assess the status and compliance separately for each one. Quarterly filing must not be mistaken for absence of monthly payment obligations.

Monthly route

Regular monthly return workflow.

QRMP route

Quarterly GSTR-1 and GSTR-3B for eligible cases.

Eligibility

Check turnover and preceding filing status.

Payments

Interim payment obligations may continue.

Practical note: Verify the actual QRMP election on the GST portal before building your return calendar.

SECTION 07

Invoice Furnishing Facility (IFF) for QRMP

IFF is an optional facility for eligible QRMP taxpayers to furnish prescribed B2B invoice and related document details for the first two months of a quarter. It can help recipients see relevant supplier data without waiting for the full quarterly GSTR-1.

Not every invoice type belongs in IFF and the portal imposes applicable conditions. Records properly furnished through IFF are not meant to be reported a second time in the quarterly GSTR-1. Track the month and document reference used in each submission.

Optional

IFF is not a universal monthly return.

QRMP only

Applicable to eligible quarterly filers.

B2B emphasis

Supports timely recipient document visibility.

No double entry

Avoid duplicating IFF documents in GSTR-1.

Practical note: Maintain an IFF-to-quarter mapping so invoice numbers are reported once, in the correct facility.

SECTION 08

GSTR-1A: Correcting the Same Tax Period

GSTR-1A is an optional same-period amendment facility, available after GSTR-1 under the portal’s conditions and before the corresponding GSTR-3B is filed. It can add a missed supply record or revise eligible details reported in GSTR-1 for that period.

The facility is generally available once for the tax period. Corrections relating to older periods follow the relevant amendment provisions in a subsequent GSTR-1 rather than being treated as current-period GSTR-1A corrections. The recipient’s GSTR-2B may reflect GSTR-1A changes in a later period.

Same tax period

Limited to the relevant GSTR-1 period.

Before GSTR-3B

Availability depends on filing order.

One use

Optional single filing for a period.

Recipient effect

Credit statement timing may differ.

Practical note: Review all same-period corrections together before using GSTR-1A; filing it once does not provide unlimited revisions.

SECTION 09

Nil GST Returns: Check the Conditions

A registered normal taxpayer may still have a return obligation even when there is no business activity in the period. GSTR-1 provides a Nil filing option in eligible circumstances; GSTR-3B Nil eligibility has its own system checks and cannot be assumed from zero sales alone.

For a Nil GSTR-3B, transactions, ITC activity, reverse-charge liability, outstanding interest or other amounts can disqualify the simplified option. Portal conditions also depend on auto-populated data and saved entries. A return showing zero output tax may still require normal preparation rather than Nil filing.

Zero sales

Does not always mean a Nil return.

Purchase / ITC

Inward records may affect eligibility.

Outstanding liability

Can prevent Nil GSTR-3B selection.

Portal checks

Confirm the current Nil filing criteria.

Practical note: Before selecting Nil, inspect sales, purchases, reversals, liabilities and the GST dashboard—not only bank receipts.

SECTION 10

Credit Notes, Debit Notes and Invoice Data

Credit and debit notes change the value or tax reported for an underlying commercial transaction. GST reporting must distinguish fresh notes, amended documents and the applicable recipient category; the portal provides separate tables for relevant disclosures.

Connect notes to source documents in the accounting ledger for a clear audit trail. Independently verify invoice numbering, document date, place of supply, customer category, tax rate and HSN/SAC information before upload. Some adjustments are restricted by legal cut-offs.

Credit notes

Reduction or adjustment with legal conditions.

Debit notes

Additional value or tax adjustment.

Amendments

Use the portal’s proper correction fields.

Audit trail

Connect notes to the commercial records.

Practical note: Do not delete an earlier filed invoice to hide a mistake; use the legally available correction route.

SECTION 11

Reverse Charge, Exports and Special Supplies

Certain inward supplies may attract tax under the reverse-charge mechanism. Such liabilities and related ITC treatment need their prescribed return-table entries. Exports and eligible supplies to SEZ units or developers can involve zero-rated reporting and additional records under applicable GST law.

Classify a transaction using the place-of-supply rules, rate notifications, recipient status and available documentary evidence. A supply treated as export in commercial books is not automatically exempt from GST reporting duties. Special supply categories should be isolated during reconciliation.

RCM

Check covered inward supplies and tax liability.

Exports

Identify zero-rated sales and supporting data.

SEZ supplies

Check authorised operations and conditions.

Place of supply

Determines correct inter-State treatment.

Practical note: Maintain separate schedules for RCM and zero-rated supplies instead of burying them in ordinary domestic sales totals.

SECTION 12

Electronic Cash, Credit and Liability Ledgers

The GST portal maintains electronic cash, credit and liability ledgers relevant to tax payment and set-off. A positive balance in one ledger does not always mean it may discharge every type of liability; utilisation follows the law and portal controls.

Review the tax head, balance movement, credits claimed, eligible set-off, and any applicable interest or other statutory consequences before offsetting liability. Portal computations can change with return period and updated advisories, so check the figures shown before confirmation.

Cash ledger

Cash deposits available under tax heads.

Credit ledger

Eligible ITC balance for permitted utilisation.

Liability register

Tracks GST dues and discharge.

Set-off review

Match payment route to liability type.

Practical note: Confirm each tax-head allocation before final offset; ledgers are not interchangeable bank accounts.

SECTION 13

Step-by-Step GST Return Preparation Workflow

Start by identifying the GSTIN, filing period and required return type. Freeze source invoices for the period, collect credit/debit notes, reconcile sales values with GSTR-1, and compare purchase credit with GSTR-2B and the relevant IMS document status.

Next review GSTR-3B auto-drafted values against the books, confirm reverse-charge entries and ITC reversals, examine electronic ledger balances, preview the return and complete verification through the authorised signatory. Download the filed forms and acknowledgments for internal records.

01 · Identify

Select GSTIN, form and filing period.

02 · Match

Reconcile invoices, tax and credit records.

03 · Validate

Review drafts and portal-generated values.

04 · Preserve

Download filed return and confirmation.

Practical note: Use a documented maker-checker review where possible, especially for multi-branch businesses.

SECTION 14

Return Mismatches, Amendments and Notices

Differences between GSTR-1 and GSTR-3B, ITC claims and GSTR-2B, or GST records and e-invoice data can produce reconciliation questions or portal alerts. Each mismatch requires identifying the source record and return period rather than making an unexplained balancing entry.

Some GSTR-1 records can be corrected through available amendment mechanisms. A filed GSTR-3B is not simply reopened for revision; where adjustments are legally possible, use the appropriate later-period route and preserve a reconciliation note. GST notices need issue-specific responses through official channels.

Outward mismatch

Compare GSTR-1 with GSTR-3B and books.

ITC mismatch

Match credit by vendor and document.

Amendment route

Use the form and period permitted by law.

Notice review

Track notice type and official action needed.

Practical note: Investigate every difference by invoice reference; changing a summary figure without evidence can create another mismatch.

SECTION 15

Post-Filing Proof, Records and Internal Controls

After a return is filed, retain the filed PDF, acknowledgment, challan or payment record as relevant, and detailed reconciliations supporting the figures. Maintain a period-wise folder with books, purchase-register checks, supplier follow-up notes and documents used to prepare the submission.

Set responsibilities for bookkeeping, invoice corrections, return preparation, signatory approval and future amendments. If the enterprise expands or changes its registration status, reassess which returns apply. Consistent recordkeeping helps with future annual reconciliation without duplicating annual-return guidance.

Proof of filing

Download portal acknowledgment and return copy.

Reconciliations

Store sales, purchase and ITC workings.

Access controls

Use authorised GST accounts and signatories.

Change log

Record post-filing corrections with reasons.

Practical note: Save the final filed versions, not only drafts and screenshots of portal tiles.

SECTION 16

GST Return Filing: Frequently Asked Questions

GSTR-1 reports outward supply details. GSTR-3B summarises prescribed tax liabilities, eligible ITC, payments and other particulars for the relevant taxpayer.

No. GSTR-2B is a system-generated input tax credit statement to compare with your purchase documents and assess eligibility.

Eligible registered taxpayers, generally with aggregate turnover up to ₹5 crore and satisfying the scheme conditions, can opt for quarterly GSTR-1 and GSTR-3B.

No. IFF is optional for eligible quarterly filers who want to furnish specified invoices for the first two months of a quarter.

Eligible current-period records may be corrected through optional GSTR-1A, subject to portal availability and the one-filing restriction.

A filed GSTR-3B cannot be reopened as a revised return. Review whether a permitted later-period adjustment or another statutory route is available.

Registered taxpayers can still have filing obligations. Nil options depend on transactions, credits, liabilities and the relevant return requirements.

Possible reasons include supplier reporting status, incorrect GSTIN, amendment timing or document differences. Match vendor and invoice records before deciding the corrective step.

No. The CGST Act and applicable rules impose further conditions, exclusions and reversal requirements that must be checked.

Typical inputs include sales invoices, credit and debit notes, purchase register, GSTR-2B, ledger balances and transaction-specific evidence.

Not necessarily. GSTR-9 or GSTR-9C may apply separately based on taxpayer category and applicable legal requirements.

The filing should follow verified business records and authorised taxpayer approval. Do not share passwords or OTPs through the public contact form.
